The Collier MPO sets aside part of its federal transportation funding allocation for congestion management projects on a rotating basis so that a Call for Congestion Management Projects occurs twice over a five-year period. The MPO, Collier County, and the Cities of Naples, Marco Island and Everglades City are invited to submit projects consistent with the Congestion Management Process. Candidate congestion management projects are prioritized by the MPO’s Congestion Management Committee which makes recommendations to the Collier MPO Board for final approval. Roadway capacity improvements, signal-timing improvements, Intelligent Transportation Systems (ITS) technology, adaptive technology to address Automated, Connected, Electric and Shared-Use (ACES) mobility, transit and bicycle/pedestrian projects are eligible for consideration.
